Survey on Readiness and Experience with E-Commerce in the Republic of Serbia

2. Purpose of the Contract: The Contracting Authority seeks to procure services for conducting a survey on e-commerce in the Republic of Serbia within the scope of the EU-funded project “EU Support for Internal Market in Serbia.” The survey will be split into two parts:
1. Part A: Factors determining the readiness and experience with e-commerce from the point of view of consumer behavior.
2. Part B: Factors determining the readiness for e-commerce from the point of view of businesses.

3. Description of Services: The selected contractor will be required to:
• Utilize the provided survey methodology and questionnaires (attached to this procurement invitation).
• Conduct the survey, collecting data from a representative sample of consumers and businesses in the Republic of Serbia.
• Submit anonymized datasets as the outcome of the survey for further analysis by the Contracting Authority.
• Provide a summary report on data collection procedures and initial observations.

4. Contract Value: The maximum estimated value of the contract is EUR 50,000 (VAT excluded).

5. Eligibility Criteria: This procurement is open to eligible tenderers. Tenderers must demonstrate:
• Relevant experience in conducting surveys and data collection.
• Capacity to handle surveys of similar scope and value.
• Knowledge of the local context and e-commerce sector in Serbia is an advantage.

6. Procedure: This procurement will follow the Simplified Procedure in line with EU PRAG guidelines. Interested parties are invited to submit their offers in accordance with the terms and conditions outlined in the tender dossier.

7. Submission Deadline: All tenders must be received by 15.01.2025, 15:00. Late submissions will not be considered.

10. Selection Criteria: Evaluation of tenders will be based on:
• Technical Capacity: Understanding of the assignment, methodology, and work plan as demonstrated by the technical proposal.
• Professional Qualifications: Experience and qualifications of key personnel.
• Financial Offer: Cost-effectiveness and alignment with the expected budget as demonstrated in the financial proposal.

11. Contract Implementation Period: The services are expected to be completed within 4 months from the contract’s signature.

12. Notification of Results: All tenderers will be notified of the results of the procurement procedure in writing by email. Unsuccessful tenderers may request additional feedback within 10 days of receiving their notification.

13. Additional Information: Any questions or requests for clarification should be submitted in writing to ivan.majercak@eu4imserbia.eu by 30.12.2024. Responses will be provided in writing and shared with all tenderers.
